Luc Merenda stars as a hard-nosed police inspector out to nail the bad guys. On a another routine murder mystery, a prostitute confesses when all the evidence points to her... only Merenda senses "something fishy's going on". Somehow he links this to a series of suicides by some high-ranking military officials and barely manages to bag a suspect. Matters become complicated when this suspect suspiciously falls to his doom during a prison riot.

With the District Attorney (Mel Ferrer) on his side, Merenda uncovers a vast terrorist plot to take control of the government. With a small squad of helicopters he heads north to the Alps and finds a terrorist compound where a private army is gearing up to go on the war path…
